Phaethon leaves the tree

The fork becomes its own line. What it keeps from OpenGOAL, what it changes on day one, and why nothing goes back upstream.

Until 3 September this repository was a personal staging mirror of open-goal/jak-project: master mirrored upstream, and fix branches were cut from it for a clean upstream diff. Commit 52b23bbabe, for issue 1344, records the decision to fork for good. Nothing goes upstream, the Jak X port is the primary mission, and develop is the default and only integration branch, with master frozen as the last mirrored state. The README was rewritten from scratch with the upstream ISC license and credits kept, and the agent standards, the templates and the issue chooser, which still sent feature requests and support upstream, now describe the fork. The (AI-assisted) contributor rule stays, as the fork's own.
